For a while now, if been taking pictures of variuos Dog Prohibition Signs in every town I've been (if I remembered). That's not only a design issue and a cultural thing (what do signs tell us about the status of dogs and dog owners), but it's also a kind of civilisation- and freedom-meter. You can walk through London for a day and you'll probably meet two dogs - if at all. You can walk through Belgrade, and you'll not only see hardly any prohibition sign, but you'll meet tons of wild dogs but also lots of pet dogs. Sure, it might have to do with the size of the cities, with a status of development and also with money (what other hobbies beside dogs can people afford), but I consider it mainyl as a maybe weird way to measure (personal) freedom: What can you soo? What can other creatures do? How much space do we leave in our urban reservation for other forms of life, human or non-human, besides the bobo-, yuppie- or whatever clichees we so strongly support?
